Employment Agencies, do they work?

My business has grown to the point where I'd like to hire a foreman to run the lawn care division and I'm considering looking through an employment agency. With the experience I've had hiring laborers, I'd like the agency to weed out unqualified applicants. Unfortunately, none of my laborers have progressed to the point that they could handle the job, so I'm starting from scratch.

Has anyone had any success with this? Or is this something to stay away from? Thanks!

I have used one but be prepared because it will cost you. They can either charge you a flat fee for the employee or they will have the employee be on their (which includes their markup) payroll upwards of 90 Days or more. It saved a ton of time for us.
