The fuel filter is most likely for sure or partially clogged fuel pickup in the tank, it could be EBPV not working properly, the flap in the exhaust part way closed. Does it make pressure type noise from the exhaust? It is supposed to aid in warming up the motor faster but sometimes they fail and cause problems like you are describing.

Considering you are having problems with power and cold starts, you might want to check the valve cover gaskets. The gaskets have a wiring harness in them. This harness connects external engine wiring to the wires controlling the glow plugs and the fuel injectors under the valve covers. I have had to replace both of my gaskets all without needing to replace glow plugs or injectors. Just a thought, and much cheaper than new injectors!! You can test the connections with a simple continuity meter!

Did you change the fuel filters yet?
