Fence Removal and sand to topsoil conversion job?

    I'm bidding on removing a fenced in area behind a horse barn that has sand and crushed limestone base. The customer wants the fence removed and this area converted to grass.

    I was thinking of removing an inch or two of the sand/limestone base and spreading about 2" of topsoil on top. Do you guys think 2" of topsoil over a sand and limestone mix will provide a good base for grass seed to take root?

    Limestone under the turf is perhaps one of the worst scenarios I've come across... It will also stop drainage, bid only to remove all of it, otherwise he'll be unhappy down the road...
