A client has had a new water main put in and the city workers made a huge mess of a job and she wants me to help fix the problem. Water main job was done last year and now the ground has settled so it's rough and uneven. My que. is can i just top dress this with some top soil and seed and level it out .

Had the water main been sand backfilled or at least jetted you wouldn't be facing this problem not. Topdress, level and seeding should work just fine.

As long as there are no spots higher than grade then I'd just fill and seed. If there are any high spots you'll need to rototill or use some other means to loosen up the soil so you can grade it out before seeding. All should be fine as long as the trench is sufficiently compacted to prevent further settling. Since you said this was done "last year" everything should be settled by now.
