Flagstone patio caulk???

    Saw a dry laid flagstone patio laid on stone dust last week that had some sort of caulk/rubbery stuff over top of the stone dust between the flagstone pieces. What is this stuff & does it last, this stuff looked like it was coming apart bad.

    The only thing I could think of it being is a self leveling sealant like Sika but its normally used for expansion joints.
