Flame resistant mulch?

    I am trying to determine the best top dressing mulch to use at a Hotel entrance. There will undoubtedly be a lot of cigarette butts missing the ashcans. I know pine straw is definitely out of the question, but was wondering if anyone had any experience with a certain type being more flame resistant than another. For instance, are the dyed hardwoods safe?

    Decorative rock is flame resistant.

    Any mulch that is kept irrigated will be fire resistant.
