I am just trying to get an idea of what to charge a customer for removing and re-planting flowers, plants, etc. Do you charge by the pallet, plant, flower, etc.

Thanks for your ideas and help

I would charge an hourly rate for the bed preperation, and the flowers, annuals, come in flats, usually 36 per flat. Mark them up 2 1/2-3 times the price and add some labor time to plant them. Perinnials, shrubs, trees get marked up 2 1/2 times the price and a labor charge( which will include time to pick the plants up from nursery). I would include mulch, which is purchased in bulk(a yard for xxx dollars), and marked up to include your labor and delivery charges. I always try to give a bid on these jobs instead of a price per hour for bed prep, and labor to install them.
