I have a 22 hp kohler that is getting hard to start.I replaced the plugs a while back and it seems to help.Just wondering if they are getting fouled.

It could be weak spark from a bad coil. Pull out the plugs and check them first. Now that the weather is cooling down, those cold blooded Kohlers are a bit harder to start anyway. ;)

Try replacing the air filter as well. Check your choke to make
sure it is closing all the way while you have the filter off, it is
    real easy to adjust.
