Goathead mess in playground

    Need some advice. I have a large church grounds that I maintain each year for the past 4 years.
    Recently they have asked for weed control. On the main grounds I use "Momentum" in the turf at 1.75 pg. It does ok.
    They have a ball field that has been neglected for about 50,000 years. Goat head comes up annually so I pre-em ( Aquacap) then spray ( Glyphosate) whatever comes up. Here is the trouble. They thought that if they scraped up top inch or two of infield that this would save the day. I explained that now new seeds have arisen that could of been dormant for many years. They also have lots of seed in the lawn.
    Ok this is what I thought I could try. Power rake area in lawn. Attach Ultra Vac to my Exmark 60" Kubota and lower deck then suck up as much as possible.
    So does anyone have any ideas on how to control Goathead and control Canada Thistle before it comes up?
    Even thought of Billygoat Lawn Vac but kinda sounds the same.
    How about weeds that keep coming up in rip rap rock area that has plants ?

    I've had good luck spraying goatheads with 2,4D Amine. They are considered a broadleaf. Also if you can get hold of some Pastora (labeled for ag) it will work on the goatheads as well as the thistle.

    Thanks Fireman but I need to know whats the best way to get the seed heads of death out of turf and play area.
