It starts up fine, engine runs very smoothly. Engage blades and all is well, move forward and the blades seem to be very bogged down, no grass is being cut, blades are just slow and sounds rough like it is struggling to turn.

What are some of the things I need to check? Electrical? Perhaps hydraulic?
Any suggestions would be greatly appreciated.

Also, what is this? Should it be connected to anything?

Blades spin freely, belt tension is fine.

Sounds like you have a bad clutch.
What yer holding looks to be the diode that helps to protect the PTO switch from arcing when you turn the clutch off.
