Most cities take the hazardous oil based paints/stains from HOUSEHOLDS only, not businesses. For profit businesses need to pay for the waste to be disposed of through a licensed hazardous waste disposal company.

Latex paint is considered non hazardous.

Like was said oil based needs to go to the dump or transfer station near you where they accept haz mat. Latex just leave it open and once it's dry toss it in the trash. The paint hardener works on latex otherwise sawdust does the same thing.
