We have about 9,000 sqft of bed to grub out while leaving the exiting blue rug junipers, daylillies and similars.

Addition of new mulch to follow.

This bed is caked with overgrowth! The interesting thing is that the majority (~95%) of this growth is on top of the old weed barrier.

What suggestions do you have to clean the area up while leaving the desireables?

I would dig out the lilies and other small plants and leave the junipers then weed the garden. Install new weed block, replant the removed plants then mulch. My bid would be high to cover the labor.

I would say take as much of the weed barrier out as you can without disturbing the stuff you want to leave. That will pull up alot of your weeds when you pull the barrier. Then weedwhack the remainder, spray RU if you can (if you cant then pull the weeds by hand which in most cases is my preferred method, but not in this case by the looks/size of it).
Thats pretty much all I got for ya! Good luck. Lets see the finished product.

    bid will be submitted tomorrow.

I was thinking the same thing about removing then re-installing.
