All my jobs consist of mowing and cleanups. I received a call this morning from an existing customer requesting that a small garden be turned over. He has a small amount of grass growing in it. What is the process for doing this?

He has flowers in it already, I guess I should work the soil with a steel rake? Garden is 6'x12'

The term turned over to me is the process of digging down 6" or so and "flipping" the dirt over. At least this is what the gardeners do in the spring and fall.
