So I am blowing the leaves when I fell the nice cold air hitting my hip, the plastic part ripped before the handle. It's that weird ribbed thing.

I bought it 3-4 years ago would it be covered under warranty??

    It's a REDMAX 8001

Not sure but I've had the whole tube come off before on a bp (non redmax).
    Really sucks.

You'll want to determine if it came off because something just came loose,
or if it came off because some piece(s) is worn to that point.

The thin plastic just ripped a slit about an inch big and every time I use it it gets worse. I can't fit the tape in there because of the plastic rib ridges. You know what I mean its the part of the blower that looks like a chines fan.

They couldn't make that rubber or plastic any thicker, then it wouldn't happen.

How do you secure the blower on your trailer? Is the tube secured?
    This could explain alot...
Never seen it happen to a redmax.

Quick fix: Duct tape. Alot of it. Mythbusters picked up a car with duct tape so enough rounds should seal the hole temporarily until you get another tube or whatever you decided to do.

When it flexes the hole extends like 200 percent more

    Yeah...
And you can fit it back in there but it won't be long before it comes off again.

    Hate to scare you...
But on mine I ended up having to replace the half...
There's two halves, big bad pieces of plastic that, like you said go up and around...

And I ended up having to replace half of the turbofan shroud,
that might be the name of what you might be looking for,
mine was $80 at the time (and DIY).

But take it to the dealer, have them tell you what they think first, it's probably still
going to cost you but lets make sure you replace the right part, also the good news is
    that it CAN be fixed.
