Hill cover ideas

    Hey guys,
    I'm about to go bid a job where we there is a steep slope the client was wanting graded and sodded, but with the poor light I'm going to try to get them to go a different direction. So my question is this my plan I want to lay fabric and I want to do a ground cover like jasmine or something. Will the ground cover be able to grow if the area is covered in fabric? Also what would you use for the ground cover. If you had to do it differently what would you do? This area is about 20 feet wide from the house to the property line and about 150 feet long the slope is between 20-25% so its steep. Poor soil and there is not much room to get equpi in and out. I could barly pull a few small branchs I cut for them awhile back with out damaging the other landscaping in the front b/c it narrows alot this is also where all the utilities enter so there are underground lines everywhere.
