Can someone please explain the logic to me....

Why do all consumer Zs come standard with hour meters, but most OEM's leave them off commercial walks.....

This is beyond my level of comprehension.

Do the hour meters need a battery? Most walk behinds are pull start without a battery. I know that when someone left the key on, it ran the hour meter, so I am not sure. I have put aftermarket hour meters on and I am not sure how they worked.

Because good ones (that stand up to commercial use) are more expensive, and need to be wired in a certainway so they won't run unless the engine is running.

This, unfortuneately, adds about $100 tothe bottom line price. And we all know how we love to complain about the price of equipment.
