What is the problem exactly? Are the nuts just too tight or is it something else?

Am I supposed to mess with the set screws or just remove the nut under the blade

you gotta get one hellaciously strong impact gun, I couldn't get my air gun to do it so I borrowed a friend's 220 volt impact gun and it breaks them free most of the time.

You don't have to do anything special with any parts under there, you don't have to lock the blades down or do anything with set screws.
