When are you safe to start installing walls and interlock?

We are having nice weather but I don't know if it's still to early.

There is no frost in the ground at all.
If the temps do drop again to below freezing will this effect anything?

Of course it will effect things. Use insulation blankets to keep mild frosts out of your base and your bedding sand. Only after you have your edge restraints on and your pavres compacted are you alright to remove all protection.
