What would make a handle on an Exmark Lazer Z XS jerk back and forth real violently?

Sounds like you have a dampener gone bad, look under the seat and it will look like a skinny shock connected to the handle

Yes, the damper (miniture shock absorber) under the seat is bad. Go to www.j-thomas.com or call them @ 1-800-828-7980 with your Exmark model and serial # and buy a spare while your there. I've had guys tear out the hydro pump for a $20 damper,it ain't worth it, plus it sure is dangerous in tight areas, like loading on your trailor.
