Here's what I want (for less than 10k):

    Good MPGs - 20-ish
    Dependability
    Ability to tow occasionally
Ability to haul stuff (without crapping out on hills)
Power everything / COMFY seats (no bench seats)
    Reasonable repair costs

    Here's what I am considering:
    Dodge Cummins 1st gen / 2wd or 4wd
    Dodge Cummins 2nd gen / 2wd
    Ford Powerstroke ext cab
    Ford F150 6cyl (pre '96 or post '99)

    What would you choose? Why?

    Pre 1996 F-150 Inline 6 - engine is bulletproof.

You will never see 20 mpg with the in-line 6 or be able to pull a steep grade with a load. I think that consistent getting 20 mpg in any full size truck is unrealistic. Second, unless you do the work yourself, no diesel has reasonable repair costs. Of your choices, the 2nd gen 2wd Cummins will get the best mpg. I get 18 with my PSD unloaded, with a trailer weighing around 3000-3500 lbs I get 15-16ish. I also really like the 40/20/40 Ford seats. Try to get the newest, low mileage truck you can for reliability.
