Kohler engine (timing?) problem

    Hi all,
    I ran into a problem which I believe is timing on an OLD 7hp Kohler engine on a Troy-Bilt roto-tiller and I'm hoping you can give me direction on this thing that I've already spent a week on. The engine gradually over several minutes started slowing down. Now it runs at only a rough sounding idle even at full throttle. It is pushig air out of the air cleaner area, with an occasional flame. I rebuilt the carburator, and checked the compression (with thumb in spark plug hole) which seems fine. Also putting my thumb on the intake with the carburator removed and pulling the starter rope it does suck in strong. To me it seems like timing is way off. I put new points and condenser and gapped the points and spark plug to specifications. It just seems like it's sparking at the wrong time. Any help will be GREATLY appreciated. Thanks!

    set point gap 0.020 mag. air gap 0.012
    make sure you have good flywheel key
