Yes, its a garden on roof with complete hydro isolation. I sow dichondra repens and the surface is whole in green except a white shapes of gravel.
Looks fantastic. You are indeed in a wonderful area of the world. My wife and I vacationed in Hvar and I would have to say it is one of my favorite places I have ever been.

There is a drainage under soil, which is comprised of hydro isolation foliage against root expand, plastic drainage layer, gravel with geo-textile, and the soil is enriched with minerals.
Whole surface is slant to water pipe on one side.
The biggest problem was how to bring the soil onto roof, because the only way was one tinny street on the side, which was too narrow to truck to come in.
10m3 of soil was lift up manual... tough job
