My church wants to plant easter lilly When is best time? where to get?

Get them at your local nursery. You know, the place where you have a wholesale discount.
The growers time them and force a bloom right at Easter, so what you get will bloom for Easter this year. Plant them anytime, as long as there is no frost, they will be fine. Leave them in the ground, they will return next year, but bloom when they feel like it.
