Some people say fall is the time to apply lime to a lawn in MA, (depending on soil cond. I know) but is fall the time to lime if need be?

You can lime anytime at all, as long as the ground isn't frozen. I've limed in spring, fall, middle of july, warm decembers. All had the desired effect on the soil.

We do most of our lime in the spring.

I try to do most of my lime in January since things are slow.

But of course, our ground here in January isn't quite as hard as yours.:)
