We prefer to sell a light re mulch instead of charging for labor of fluffing the existing mulch, but a pitchfork and metal rake will do the job if you go that route. BILL

We use a mantis or little wonder tiller to turn it over.

I only use a tiller in the spring when I'm preping the beds for fresh mulch.
I normally use a hard rake to fluf the mulch then level it with the flat side.

I use a pitch fork or a good stiff rake. you can also get a spray at lesco that puts color back into the mulch.
