need help on contract

    I just recently took over as president of my HOA and was reviewing contracts that we have, and the contract we have for our lawn maintenence was only signed by the past president who no longer resides in our community and not the LCO, does this make this a legal binding contract or is it one that can be terminated with notice. I only deal with residentials and i dont use contracts so this is new to me. This guy does a crappy job and charges way too much than other proposals i have gotten. I am not going for the cheapest but i do want it to look good for a reasonable amount.

    We mostly do state/commercial contracts, only a few residential and we require 14 days notice in writing for termination of contract
