What model Dixie is this ?

Check the hydro belt condition and tension, If this is the model the the vertical tension idler arm make sure the 3/8" mounting bolt is not over tightened (must be loose enough to allow movement), Also check for dirt build-up at the bolt that can hamper movement.

Proper belt adjustment is the idler pulley approximately 1" air gap between it and the left frame rail or the vertical idler arm straight up and down.

Well you are going to beat up by others with not providing model/serial numbers.
And it is really needed to determine what you actually have.
But usually it would be a flow/pressure test to determine what is the problem. Motor or pump.
