a scrub is anyone smaller, newer, more efficient, or cheaper then the poster.
so I'm called a scrub by some because we cut lawns cheaper then some of our competition. But, more likely they'd refer to me as a lowballer.

IMHO, is in my humble opinion.
That may be somes definition of a scrub, but mine is anyone who is operating a business or provides a service without the required insurance and licenses.
I could care less about what kind of equipment one has only that the are following the laws and regulations set by their state
