Thanks, for the replies and help so far. I checked plate direction and air in system and neither thing seemed to work. What I did do was remove the plate and reinstall it leaving the bolts just hand tight. Althought it let some fluid flow past the o-ring, I regained power to that wheel. Could it be possible that when I re threaded the casing I went in on a slight angle which is binding up the charge pump when the plate is fully tightened to the casing? I'm not really sure if this is even feasible but I'm not sure what else it could be at this point.
