Are open spoon tines what they use for core areation?

also, is 4hp for a 19" wide bluebird adequate power?

Most people use the closed spoons that pull a solid plug of soil out. I have no experience with the open type, though there is a couple aerators out there that use them exclusively (JRCO comes to mind).

4hp should be plenty for an aerator that size. They really don't require very much hp. because the motor runs a gear reduction which transfers a lot more torque. Mine is a 3hp and it works fine.

So open spoons are not core aeration?
