overseeding rye grass

    my dad wants to overseed rye grass here in southern west tennessee and i was wondering what would be the best way to go about? he has already put out 100 pounds which very few seeds germinated(considering we havent had any rain since september)

    In our area we start by cutting the grass down to the ground and taking all debris off. We then spread the rye with a starter fertilize. Next we water 3 times a day and in 7 days it will sprout. On the other hand I can't imagine doing rye if there is no irrigation.
