Pendi spray in rain?

I have just started doing pre-emergence treatments. I know Pendi is activated by 1/2" rainfall or watering. Does it make sense to spray in light rain? Or will it dilute it too much too quickly?

a lite rain would be good, it needs to be watered in anyway. and most people don't bother to water this time of year!
