Planting with plugs

    I am working with a local landfill who is wanting the side of a closed cell planted with native grasses and wildflowers. The architect is calling for 3 beds at least 5,000 sq. ft each.

    My problem is for every 10 sq. ft. of seed they want one sq. ft. of plugs or one gallon pots. My question is there an easy away to plants plugs or pots on a hillside which is fairly steep and difficult to use tractors on.

    Also , does anyone know of a place in the midwest that carries native grasses and wildflowers in plug form?
