Under what conditions does powdery mildew in blue grass grow? I have a lotof it. Is it because the pH is too high or too low. I can control with fungicide, but it returns in a few weeks.

I always see PM in areas with very little air circulation, like a fenced backyard on the side of the house where the lawn has a wall on three sides of it, I always see it in those situations, Another time I saw it real bad was when this guy decided he was going to water each zone 3 times a night at 5 minutes a zone to save water instead of just running each zone for 20 minutes, so his lawn stayed wet all through the night and then to top things off he had huge shade trees that shaded his entire lawn, so his lawn never got a chance to dry off, I mean he had it bad then tried to act like it was my fault. I never get too worried about PM, I've never seen it do huge amonts of damage.
