Pre-emergent breakdown

Something I read today suggested that pre-emergent herbicides breakdown in the soil by microbial activity.

My previous understanding was that moisture was the main trigger for breakdown. So if one applies pre-emergent when the soil temperature is 40 degrees or less, will there be any breakdown?

Knowing this could have a big impact on how I approach the January-February applications next year.

sunlight also needs to be taken into account, along with soil type (sand/loam/clay).
