Mower is incredibly hard to get to fire. However once started runs perfect. What could the problem be? Tried new spark plug. Help me

Does she start easier with choke full on or a shot of starting fluid~?
If so...I'd say the carb is dirty and needs a good cleaning,... take the bowl off carb and carefully take out all the jets,** caution*** make sure you make note of where each jet goes~ , best to do one at a time,..spray good with carb cleaner or seafoam,..and blow out each jet port with a compressor, there are 2 jets under the bowl, 1 if not both may be hard to get out,..and could be causing the hard start~

Has the fb460v on it. Is it possible one of the safety switches is malfunctioning to not allow it to start?

possible....but you mention that its only hard to start, and once running its fine~
a safety switch malfunctioning would more than likey kill the motor while your running it

Have you pulled the spark plug and checked for good spark~?
If you have good spark..my guess is a dirty carb, not letting the right amount of gas to get sucked up through the bottom jet for start up~

I've pulled carb and let it sit in cleaner overnight. Am going to check spark tonight is best way to do this just hold it against engine block and pull it to check for spark? Good to know about the safety switch just seems like doesn't really do much on first pulls then randomly fires right up no problem. Very frustrating.

yes thats an ok way of checking for spark,..or get a cheap spark tester at one of the auto places,..they are cheap~
~If you have access to an air compressor its good to blow those jets out also~
When my Kaw fh500v WB, became hard to start,...I found those bottom jets clogged~
