Scag STHM Hydro Fluid Level

    New to this site, great information here. I just bought a 2000 Scag 61" STHM three-wheeler. I downloaded the operators manual from Scag's website to get the maintenance procedures. I want to be sure that I have the correct amount of hydro fluid in the reservoir. There is a filler tube that goes into the tank.

    Am I correct in assuming that if the fluid level comes to the bottom of the tube it is correctly filled?

    Another question. It runs great and cuts fantastic however, the speed doesn't seem to be up to spec. It says that it has a 7.5 mph ground speed but it doesn't seem to be going that fast even when the blades are disengaged.

    Is there anything I could check or should be looking out for in regard to the speed?
