Scotts tractor question

    I have a 18hp scotts garden tractor, i use it to pull a 4x8 trailer. when i bought it i took the mowing deck off. Since the fall ive been having problems with the front right rim, it wont hold bearings. i replaced em once, then the tire fell off the axle. i boight new bearings recently and i was pulling in it out were i parked it and i hit a bump and it came off the axle. I am securing the rimm to the axle with c rings. But it wont help. Any ideas of what could me wrong? Much appreciated.

    Maybe you are being sold a cheaper bearing ? The outer edge of the groove on the axle may be worn "tapered" and causing the e-clip to pop off ? Are you putting a flat washer on before the e-clip ? The e-clip has a rounded edge and a square edge, The square edge goes out. If it's only a old yard tractor I would drill a 1/8" hole in the groove and install the flat washer and cotter pin it on.
