Are you wanting to use it as just a reference or for your landscape software? I use Realworld Imagery

It is pricey at $149 per category but works great with my software for photrealistic images. Also, they have free samples.
A second, and less expensive option for you might be:

Encyclopedia of Landscape Plants for the Southwest
I know I know, it is for the southwest but it also lists dozens of shrubs and trees for forested and tropical regions.

It lists for $15.95 The images cannot be inserted in your software but it does have an immense amount of information for each plant including planting, weaknesses and maintenance.

    Good luck

I actually use the Home Depot Plant Database quite a bit.

I created a database on my computer of plants and have been saving plant pictures in it for use in estimates etc.

I also scan in pictures from my plant encyclopedias.

Hopefully in a few years this will all payoff & I won't have to hunt up too many pictures.

Web company called I know the guy from my Church. Cost a pretty penny, for sure, but I get quite a bit of business from it.
