Snapper snow thrower starter

    I have a model 3201 Snapper snow thrower that will pull start but not electric start. I checked the switch with an ohm meter and that appears work. there is also a little square(1"x1") rectifier or transformer. What should the dc voltage be at that point. With the voltmeter on ground, I get very little movement on the 10 volt DC scale on the wires going to the starter. My Snapper dealer isn't sure he can even get parts other than the whole assembly for $80. I would any advice and especially how do I check that "transformer" and , if need be, where can I get one.
