What should I add to the red clay here in order to make the soil ready for a vegetable or flower garden? I was thinking composted manure, play sand, and maybe some peat.

Do an internet search, you'll come up with a good ratio. Even try HGTV and DIY online. I know the gardener guy has listed his preferred mix on tv before. But, yes, your materials sound good--just need a good ratio.
