speed control tecumseh 6hp

    Does anyone know what the lever on the side of the engine does that seems to connect in some way to the throttle/governer on a 6hp tecumseh model ohh60 for a Carter go kart? Also is it normal for the spring on the linkage to the carberator to seeminly not move the lever (governor-I suppose) on the side of the engine but still somehow power does increase with the pressing of the foot pedal? puzzled? I guess what I am saying is none of the springs or linkage seem to move but the engine does rev. and am wondering if I could get more power if something moved. Sounds stupid --I know, What I am I missing besides more information?
