Is there a specific order of steps for proper lawn care or does it vary based on the scenario?
Think of it this way. For thousands of years people have been growing things and there are experts in every state who know the habits of these plants and how things should go. When things go awry, they also know the proper steps to fixing the problems.
There are many degrees and certifications a person can get. I think the best starting place for you is to look at the master gardeners in your state:
Start here, and begin following the suggestions they give in the timeframes they are suggested. They give good guidance on what you should do, or what you should check for.
