Stiff front caster

The machine is a Ferris 32" Hydrocut. The left front caster doesn't move as freely as the right side, there is obviously a problem with it. And I don't mean the actually wheel, it's the part that turns.

I've taken it off, cleaned it and re-greased, but it still feels too stiff, makes it difficult to steer the machine.

Is there anything I can do? Or should I just take it back to the dealer?

Are there sleaved bushings in the carrier tube? Does this unit get wet a lot? Ferris likes to use long sections of tubing and a slightly smaller shaft as their bearing surface. It does not work well! If left in the weather it can freze up and not take grease. A ***** to remove. Grease has no place to go. I have taken shafts and ground grease relief 360 degrees around shaft leaving about an inch on both ends for bearing surface.
