Stone bed edging question

    A customer wants to replace old bed edging with stone. It is Paverstone(from Home Depot, pink) My plan is to clean area for new and use sand for the base for my first row, then place the second row on top. I'm not using any thing to hold them down, the customer is fine with this. It will only be 8" higher then the lawn, depending how much is place in the soil/sand. Any tips would be appreciated. Is sand the best to use to get the first row level???
