Storm water issues in California

    Within the last year storm water issues have become a huge issue in California for everyone including landscapers. New regulations and enforcement is just getting started. According to new regulations the only thing that can go into a storm drain is rainwater, there is a few exceptions, but not many.
    At a meeting I attended for our department, it will effect everyone, even Joe Blow homeowner! One of the managers that works with private contractors(landscapers) that maintain street medians mention that two different contractors had already receive fines. After finishing there jobs and blowing down the medians(into the streets) they were packing up to leave. Their fines were for not sweeping up the debris after blowing the area off. The debris was left in the street which will enter the storm drain system with the next rain.
    This is no joke. Our department will be conducting training for the contractors on the storm water issues that will affect them. This will have a huge effect on our department and landscapers in California. Our department has created a group of people to identify specfic issues related to the work that we do and so far has create a list about a page long. Some of the issues include grass clippings, oil spills, irrigation water run off, fertilization, and pesticides are some of the bigger ones.

    With most of the laws and regulations, they seems to start in California and spread to other states. This is all I know at this time, however things are just getting started with this issue. As one of the people designate to help our department with this issue I will find out more at a later date. Our next major meeting is in March. The city as a whole has to generate policies and procedures by mid 2002 and report back to the state. By the first part of 2003 the policies and procedures have to be in place and all employees trained to deal with these issues.
