I had a question about stump grinding VS digging the stump completely out:

If the stump is ground can a new tree be planted in the same spot ?

If the stump is removed can a new tree be planted in the same spot ?

Either way you do this..........removing the stump manually will take some time depending on the circumference of the stump. Then top soil and backfill will need to be replaced.
A stump cutting machine will make short time of the problem but can be messy and will need to be done as deeply as possible for new planting. The remnants will still need to be removed and back fill re applied.

If this previous tree died of disease then make sure you aren't planting the same species of tree back in there. Plant something else disease resistant or more suited for the spot.
Ask and Arborist or nurseryman for help.

I will second that answer. Absolutely correct.
