In all of the literature I've read it says the Super Z will transport at 15 mph and mow at 10 mph. But then on here guys say they mow at 15 mph, is the literature wrong?

There are plenty of times and conditions where you can mow at 15 mph, the blades do not shut off at any speed, so there is no limiting factor other than conditions for mowing speed.

Is there a reason why the literature says 10mph?

    Yes.
    It is a general suggestion.
Unlike other mfg's that overstate what there mowers are capable of, we put realistic figures in ours.
You can use every bit of the 15 mph also, in the right conditions, this has been proven many times by many people.

But at what speed does the quality of the cut become affected?

This depends on the conditions, how tall and what type of grass is it? how wet / dry is it? how bumpy is the ground?
All these factors play into cutting speed.
