When spraying new properties with weeds I will mix my post emergent and surfactant in with my pre emergent. Does the surfactant have any effect on the pre emergent moving into the soil?

No. Surfactant just breaks surface tension of water carrier, allowing it to stick better to plants. Drops that hit the soil may even enter soil a little better, since surface tension is reduced.
