Have a low idling problem. Engine surges terribly at low and medium idle, raise the idle or put it under load runs great. Have removed the carb, cleaned all ports with special attention to the pilot jets and low idle circuits. Replaced float valve, internal gaskets and mounting gaskets, same problem. Have also removed low idle plugs and tried readjusting the two low idle mixture screws to no avail, these screws seem to make no difference where they are set..It surges so badly at low idle it almost stalls then up the throttle or close the choke some it runs terrific......Any ideas?......Tom

With the engine surging, Slowly apply the choke and see if the surge goes away. If so the engine is leaning out. Spray some carb cleaner around the intake at the head area, Could be a blown intake gasket.

Also, You did have the air filter in place while adjusting correct ?

Yes, air filter on or off no change, looked for intake leaks found none. I just pulled it again and disassembled it and running it again through the ultrasonic tank............
